The Courage to Change: Title 9

When I first heard of Title 9, I was on the phone with a fellow BVSD activist colleague and said - I guess they aren’t talking about prohibits sex-based discrimination, harassment, and sexual misconduct.

Lets talk about what Title 9; the cities land use code and regulations are, and aren’t.

Think of Title 9 as the city's big rulebook for land and buildings. It tells people:

• Where you can build a house, store, or office (zoning)

• How big a building can be

• How many people can live in one house

• Where fences, parking spots, and lights can go

• What happens if someone breaks these rules

What is Right:

• How and what we build is important.

• Protects historical buildings and flood zones.

What is Wrong:

• It’s long, cumbersome and complicated.

• Its has been so chopped and screwed that its a not clear, or cohesive document.

• Long, complicated processes aren’t equitable and often times benefit the people with the means to meander through long, excruciating processes.

My Position:

I SUPPORT doing a complete re-write of this very crucial document. Now is the right time. Not only because we just finalized the BVCP (a 10 year envisioning of Boulder) but because in a time of incredible costs of everything, we cannot wait any longer.

We need to align the vision of BVCP with the framework to ensure its vitality and success.
